Councillor David Millican has lived in the Northfield Ward he represents for over 30 years. His professional background is in marketing. In 2006 he was named amongst the top 20 most influential business marketers in the UK.

Amongst his other interests are as a Chairman of Cultivate London, an "Observer" award winning locally based social enterprise and registered charity. Cultivate London is an innovative urban farm based across multiple sites, which produce a range of premium quality herbs, vegetables and plants, employing and training young disadvantaged people.

Councillor Millican has a particular interest in education and children services.  He is a Governor of Fielding Primary School and a Director of the Grand Union Multi Academy Trust, which currently incorporates Featherstone High School and Hathaway Primary School (soon to be called Woodlands Primary School).

He is also a trustee director of Pitzhanger Manor Trust.

Thu, 9 Oct 2014 Please be advised that Cultivate London Ltd, a charity registered social enterprise, is being named as a partner by Les and Angela Wallis in their application to lease Brent Lodge Stables at Brent Lodge Park from Ealing Council. Mr and Mrs Wallis live next to the site and propose to work with Cultivate London to provide a community asset for the site. I chair the board of Cultivate London Ltd. Whilst I have no executive powers as an opposition councillor I am mindful that that there may appear to be a conflict of interest. Wed, 26 Nov 2014 “In his capacity as chair of the board of trustees of Cultivate London Ltd. on 17 November 2015 Cllr Millican asked Cllr Yvonne Johnson to endorse the application for a grant from the Spacehive funding made available through Ealing Council. Furthermore he made an offer to show her the site along with the cultivate London General Manager (a copy of the e.mail with full information is available in the hard copy register of interests)”.
