RESOLVED:

 

That the minutes of the previous meeting were agreed as a true and accurate record of proceedings.

 

The report provides an update on the Planning White Paper and the commencement of work on the Infrastructure Delivery Plan.

The Chair introduced a panel of guest speakers and highlighted the key areas that would be covered.

 

Ben Smith, Energy & Climate Change Director at Arup, provided the Committee with a presentation on the link between carbon, ecology and green infrastructure looking at carbon reduction potential and where this could link to urban greening and sequestration. 

 

Jo Mortensen, Climate Action Programme Manager, provided the Committee with a presentation on Ealing’s Characterisation Study, incorporating tall buildings and housing design guidance.

 

Katie Wood, Project Director at Arup, provided the Committee with a presentation on the importance of building health into all parts of the Local Plan and identifying key interventions which provided co-benefits around health, wellbeing and other objectives such as air quality and sustainability.

 

In response to some questions raised, the panel confirmed that:

 

  • The London Plan set out a good standard of aspiration with regard to zero carbon or low carbon homes within major developments and once the new London Plan was adopted, the zero carbon requirement would also be extended to non-domestic buildings.

 

  • The Carbon Offset Fund Scheme could encourage Developers to bring forward better performance with producing zero carbon or low carbon homes.

     

  • Co-benefits with regard to health and wellbeing and engagement with the community were of great importance.

 

The Committee considered a report which provided an update on the Planning White Paper and the commencement of work on the Infrastructure Delivery Plan.

 

The Committee was informed that the Planning White Paper (PWP) and associated measures represented the most significant change to the planning system since its inception, the report provided an update on the Council’s response to the consultation, and on the beginning of work on the Infrastructure Delivery Plan (IDP).

 

A briefing note ‘Planning for the Future’ White Paper Consultation 6 August – 29 October 2020 was attached as an appendix and summarised the proposals and recommend further steps.

 

A Short Guide to the ‘Planning For the Future’ White Paper, August 2020, was also attached as an appendix and summarised the main changes with regards to plan making and development management.

 

Will French, a representative from Ealing Matters, provided the Committee with a presentation on the community’s perspective on the Planning White Paper.

 

Sam Cuthbert, Principal Planning Officer of the Council’s Strategic Planning Team provided the Committee with a presentation on the Planning White Paper and the Council’s proposed response to the Consultation.

 

In response to some questions raised, it was confirmed that:

 

  • With regard to the Infrastructure Levy affecting the Council’s ability to deliver affordable housing, it would be difficult to say at this time, but it would be likely that the main constraint would be the level of funding secured and possibly the first homes requirement. However, it was possible that the Council’s ability to secure housing via legal agreements would be impaired. 

     

  • With regard to the proposals affecting joint work with neighbouring boroughs and West London Alliance, proposals said nothing about strategic planning and that it may in fact be the main remaining outlet for planning if Local Plan making powers were constrained.

 

RESOLVED: That
